Biography: Scott Allen (Retired Police Chief)

Scott Allen, Chief Operating Officer, Operation 2 Save Lives (O2SL) & QRT National, a nationally recognized Deflection, Pre-Arrest Diversion training, mentoring, and technology organization. Scott is a retired Massachusetts Chief of Police from East Bridgewater with over 25 years of law enforcement experience. In 2016, Allen co-created a county-wide Deflection initiative in Massachusetts, Plymouth County Outreach (PCO). PCO is recognized as one of ten First Responder Deflection National Mentor sites by the Bureau of Justice Administration. In 2018, Allen co-led the implementation of four (4) Situation Tables throughout Plymouth County, integrating the Tables alongside PCO.

Since retiring as Chief in 2020, Scott and O2SL & QRT National have worked in twenty-five (25) states focusing on Deflection initiatives, Situation Tables, and related community health issues. Scott has created curricula for the implementation of Deflection initiatives that are co-certified for police officers and behavioral health professionals.

Scott served with the East Bridgewater Police for over 25 years, his last 4 years as Police Chief. He started his criminal justice career as a correction officer before working his way up through the municipal police ranks as a Patrol Officer, Detective, Sergeant Detective, Patrol Sergeant, Evidence Officer, Domestic Violence Specialist, Drug Task Force Investigator, and Task Force Commanding Officer. Scott is an Adjunct Instructor at Curry College in Milton, Massachusetts, teaching a variety of criminal justice undergraduate courses. Scott has presented on his experience in Deflection at the White House, Office of National Drug Control Policy, Bureau of Justice Administration, Substance Abuse and Mental Health Services Administration, U.S.-Canada Opioid Summit, the U.S. Senate, International Association of Chiefs of Police (IACP) conferences, and at the Police Assisted Addiction & Recovery Initiative annual summits. Scott served as a National Law Enforcement Advisory Council member for PAARI while he was an active chief. Scott graduated from Plymouth State University (New Hampshire) in 1993 with a Bachelor of Science degree in Physical Education/Teacher Certification, as well as receiving a Master of Science degree in Criminal Justice Administration from Western New England University (Massachusetts) in 1998.
